I agree that the list is confused, particularly as one list is more
comprehensive than the other. I think they included countries like
Switzerland and Cyprus just in case stupid people thought they were in
the EU.

My understanding is that St Pierre et Miquelon is halfway between a DOM
(part of France) and a TOM (colony of France). Just like Mayotte in
1976, SP&M became a collectivité territoriale in 1985. However, HMCE do
not mention Mayotte.

Are Greenland and the Faroes part of the EU at all? I thought they were
simply Danish just like the Channel Islands and Falkland Islands are
British.

Their list seems very confused. Cyprus, Malta and Switzerland are not in

the EU/EC; Iceland, Liechenstein and Norway are EEA countries, and
neither
is Monaco part of France. In addition, if the internal French Overseas
Territories are listed (Guadeloupe, Martinique & Reunion), then
presumably
Greenland should also be listed as well (as per the Faroes). Finally St
Pierre and Miquelon are not separate administrative entities, and also
didn't think they were considered to an internal French territory.
