I found this map to illustrate: http://www.hiof.no/english/grafikk/norway.gif. And they even put the ring right :-) . You can see there is a small Swedish sailent going into Norway, and so there NO is East of SE.
 
However this geographical feature is very common in the world.
 
For instance in America: Windsor, Ontario is South of the border to the USA.
 
On the DE-DK only 1 boundary marker has DK S and DE N.

and Sweden WEST !....
