On the Lithuanian parliament's net site
http://www3.lrs.lt/cgi-bin/preps2?Condition1=27323&Condition2= I found the
LT/BY boundary agreement. The agreement was ratificated in 1995 and became
valid from 1996.

The boundary starts at byltlv and ends like this:

«...Katros upes ištaku ir toliau šia upe, o po to per Grudos ir Dubo
ežerus. Toliau kerta geležinkeli Vilnius-Gardinas prie sustojimo Senove, o
geležinkeli i Druskininkus šiauriau sustojimo Pariece, iš kur eina i vakarus
link Nemuno upes ir ja aukštyn prieš srove, o toliau Maros upe iki
Lietuvos, Baltarusijos ir Lenkijos sienu sankirtos.»

«... {cut}, from where Nemunas is going towards west and up towards the
stream, and further Mara river until to the Lithuanian, Byelorussian and
Polish tripoint.» It seems therefor clear that the point is wet.

I did not find any draft agreement regarding tripoint marker, as it excists
regarding byltlv.
