The second WA time zone is an unofficial local zone. I am surprised they have official looking signs announcing it, but as that will affect whether the very infrequent petrol stations will be open, it could be vital.
I believe the Penguin line of maps for WA will show it.
Borken Hill in NSW is on SA time too, as it is closer to Adelaide than Sydney, and oriented economically towards SA where its mining ores are transported for processing and export.
IN fact it was connected to SA by rail before it was to Sydney. NSW refused to allow SA to build rail to Broken hill across NSW land, and refused to connect the town to the east coast itself, so a private company was formed to build trackfrom Broken Hill to the SA border, where mining ores were transhipped onto the SA system. The Silverton company only disappeared a couple of decades ago.
