I don't know. Maybe Morocco respects the neutral zone here after all. 
But whose are these buildings then?
By the way, it looks like there is at present an old double fence all 
along the Spanish/Neutral boundary, and Spain has built another two 
fences there (in the article it says that they are planned for june 
next year, but only now I found out that the article is from 
1999...). Interesting is that the two new fences are in front of the 
old fences, i.e. on the neutral zone side. Either the old fences were 
not really _on_ the border, and there was some space, or Spain is 
taking a bit of neutral ground here. Over the lenght of the boundary, 
that may even add up to an area as big as Perejil... :-)
I wonder on what documents this neutral zone and its boundaries are 
based anyway.
