I don't know the situation now, but the plan is to build a double
fence and lots of other infrastructure that would have done for
Ulbricht. See http://www.udel.edu/leipzig/060299/ela170899.html for
the plans (click on the illustration). The fence is Spanish, and will
run along the Spanish/neutral border.

The plans for border crossing point El Tarajal you can find in one of
those fancy El Pais flash presentations at
http://www.elpais.es/multimedia/espana/ceuta1.swf . The double fence
(it looks like there is at least some fence running there at present
as well, on the Spanish side of the neutral zone) is visible, too. I
imagine that border is at the bridge over the little brook.

The neutral zone at El Tarajal is fairly narrow, judging from maps,
but it looks like Morocco considers the zone to be theirs, at least
at this spot.
