PLaces like Singapore and HK certainly have electoral boundaries, post code
boundaries, etc. And I am positive both have administrative boundaries,
because singapore has strict limits on the percentage of each racial group
allowed in each apartment block, street and 'district', etc so that it can
prevent ethnic ghettoes forming (memories of race riots in 60s or 70s) so
that is certianly an administrative boundary.
Island groups like Turks and Caicos, Tuvalu etc would have each island as a
different unit, as each would have its own council of elders, etc.
And Isle of Man certianly has ancient parish boundaries, electoral
boundaries, etc.
