boundaries, etc. And I am positive both have administrative boundaries, <br/>
because singapore has strict limits on the percentage of each racial group <br/>
allowed in each apartment block, street and &#39;district&#39;, etc so that it can <br/>
prevent ethnic ghettoes forming (memories of race riots in 60s or 70s) so <br/>
that is certianly an administrative boundary.<br/>
Island groups like Turks and Caicos, Tuvalu etc would have each island as a <br/>
different unit, as each would have its own council of elders, etc.<br/>
And Isle of Man certianly has ancient parish boundaries, electoral <br/>
boundaries, etc.<br/>
