Hi.

A colony can have only a military government. In the UK, they assign
the title of Generalgoveneur / Vizekoenig (UK term in German) /
Military Governor to the heads of such colonies. The Germans operated
the conquered area of Poland as Generalgouvernement (and I think also
Belgium, too, for a period during WWI. The implication was that the
territory governed by the military was not annexed to or otherwise
incorporated or assimilated into the mother country. There seems to
be a parallel to that with respect to the SBA.
