I think that the recent border agreement between Croatia and 
Slovenia, which has been signed, has been held up since by a 
reluctant Croatian parliament because of the downright negative 
provisions for Croatia regarding the Slovene-Croatian maritime 
boundary (or so the parliamentarian majority in Zagreb thinks). The 
Croatian parliament refuses to ratify the agreement, and because the 
agreement covers all of the Croatian-Slovene border, not only the 
maritime part, but also the part on the land is still in limbo.
