i think it would be a stopper for prescott & other normal minded people but for committed mosaic finishers & others requiring best available truth even if it is crazy the actual occupation & use & thus possession of ground at any point in time by nationals of any of the claimant nations might become the basis for the desired even if ridiculous allocation of de facto territorial seas & probable eezs etc
