yes a single omnipoint



fortunately for try pointers tho it is the face of the earth where all geographic points are primarily referenced & based & centered



otherwise among other inconveniences we wouldnt know whether to try pointing upwards or downwards or sideways



now at coksok when the cover is perfectly in place on the crypt & thus also more or less flat on the ground

the center of the cover plate does indeed hold & mark the tripoint just as you say



but when the cover is not in place on the top of the crypt

& the ground level thus drops into the bottom of the crypt

then the center of the usgs copper plate at the bottom of the crypt marks the tripoint just as i say



your biggest problem is that the cover wont necessarily stay put in one place so unless you know where it is at any given time you wont know for sure where the tripoint is

& in fact you wont be able to say with any confidence that the center of the top plate is just as much at the tristate point as anything could be



as for which of the 2 plates top or bottom contains the tripoint itself in the sense of the truest &or most reliable & authoritative tripoint mark

a question you may also want to entertain

i would say the center dimple of the permanently fixed plate in the bottom of the crypt rather than of the removable top plate holds & fixes the tripoint itself



of course with a jackhammer the true mark too could be displaced

but that isnt the same as simply removing an already loose plate
