by proximity to land.  But a nation in absentia is an interesting<br/>
concept.  If its legislature is elected by district, will the government<br/>
draw new districts in the countrie(s) of exile?  Will it naturalize new<br/>
citizens?  (For a price?)  Will children of one Tuvalu parent be<br/>
citizens?  (Perhaps they&#39;ll have half a vote.)<br/>

Tuvalu&#39;s navy will have to make token patrols to show that the claim is<br/>
not abandoned.  So Tuvalu-in-exile will need a navy, and hence a<br/>
homeport.  What happens if it loses its lease?  Perhaps Tuvalu will<br/>
build a pier in shallow water, where the navy can tie up.<br/>
