According to my 1982 map, Culver City is bounded on the east by
unincorporated Baldwin Hills, and has a short boundary on the southwest
with an unincorporated strip containing Hughes Airport (which, alas,
does not reach open water).

But San Fernando is entirely surrounded by LA city.
