Subject: Capitals of higher level are not capitals of lower level

The title of this mail is probably not very clear to all, but what I
mean is the following: Amsterdam is the capital of the Netherlands,
but is _not_ the capital of the province it's in (North Holland);
this is Haarlem.

The capital of the Spanish region of Extremadura is Merida, but this
town is in the province of Badajoz, of which the city with that name
is the capital.

Are there other examples like that?
