According to Prescott a drying reef is a reef exposed at low tide,
and a low-tide elevation is a "feature" exposed a low tide. The OED
definition of a reef requires it to be a ridge or chain of rock or
coral. So from that I'd say that all drying reefs are low-tide
elevations, but not all low-tide elevations are reefs. Single rocks,
for instance, could not reasonably be called reefs, nor could a
sandbank.
