for 8 rounds now of the latest series of cnin border
talks
following 2 equally inconclusive series of 8 & 14
rounds before them
& so in fact 30 rounds & 40 years in all of active
disputations & tries
we are again hearing stuff like
http://www.teluguportal.net/modules/news/article.php?storyid=6769
http://www.atimes.com/atimes/China/HF27Ad01.html

but i am curious if this latest formulation indicates
any actual progress

it does appear to be the first time they have
literally & actually agreed to agree on a principled
framework for a settlement based on political
parameters & a strategic perspective that could
include either a mutual give or take of territories or
an acceptance of the status quo as a final solution

but does that mean anything
or is it just the latest gibberish to cover the bare
fact that they have again made no direct progress as
usual
& that the 6 de facto positions representing the lines
of actual control as mapped out here several decades
ago & recently rounded up here
http://groups.yahoo.com/group/BoundaryPoint/message/19609
are
well
the 6 de facto positions

period

with no changes or agreements in sight or in the
offing

in other words
is this really a statement or not
