You are correct that Palmyra has never been organized separately from Hawaii (or
anywhere else). There have been other examples in which less than a complete
organized Territory has been admitted as a state. In those instances, the
Congress typically organizes one or more new Territories in the remnant or
combines it with some other Territory. In the case of Palmyra, that was
probably thought unnecessary because there was no one there! They did provide
for civil administration and court jurisdiction.
