incorporation is not reversible

which means
once incorporated
always incorporated

even if uninhabited


but in fact not only palmyra
but also kingman reef & midway & the johnston group
are other former parts of hawaii
that were also separated from hawaii territory

but i believe prior to statehood in those cases


& since they werent incorporated as parts of hawaii territory in 1900
when hawaii was incorporated
they never became incorporated as palmyra did


i believe the reason for the exclusion of certain areas from the state territory was mostly
for military convenience

but they were also rather remote from the main group of islands anyway

palmyra was even considered as a nuclear waste dump
