You are entirely correct. This is an "anomaly" only in New Jersey's experience.
It is no different in theory from the numerous other river bank boundaries among
the American states. The sense of unique persecution perceived by the New
Jersey politicians is testimony to their ignorance of political geography.

Pronouncements that it is archaic and overdue for changing miss the point. When
a man freely bargains away his property, his heirs are bound by his act. The
Duke of York deeded that segment of the river (along with the rest of northern
Delaware) to William Penn; and the State of New Jersey is His Royal Highness's
political heir. If New Jersey wants the LNG wharf built in Delaware, they
should make nice to Delaware, not bluster and threaten.
