A google search for
"Donald M. Mulcare"
who in 1996 described himself as
"NGS Advisor to Maryland"

Listed as:
"Geodesist National Geodetic Survey" [2003]
"[Maryland] State Highway Administration" [1996]

He is/was apparently with the US NGS
as recently as 2003.

His specialty seems to be the accuracy
of vertical height measurements.

From Mulcare's Geodesy Intro for Maryland:

WGS 84 with two revisions is
consistent with ITRF
(International forget-for-the-moment...)

Magnitude of differences Lat/Long [horizontal?]:
NAD 27 and NAD 83 (1986) differ by about 100 ft in MD.
NAD 83 (1986) and NAD 83 (1991) differ by about 1 foot in MD.
NAD 83 (1991) and ITRF 97 differ by about 3 ft in MD.
