I saw a piece on television when the Vatican euro coins were about to come out.  Italy was minting them for the Vatican.  Euros from other countries were going to circulate in the Vatican City, and all of the specific Vatican euros were to be sold to tourists at more than face value.  For this reason, the Vatican wanted lots of them, but Italy was refusing to mint more than called for in the original agreement.  Meanwhile, some of the Protestant countries were miffed that money with the likeness of the Pope would be legal tender within their borders.
