nice question

& i think the correct answer may be neither

the only rational reason i can think of for listing them
counterclockwise starting with co
would be to indicate the reverse order of their settlement by
whites

1858 co
1847 ut
1776 az
1610 nm

and i think the usgs would be less interested in turning back the
clock than the indians would be in turning back the calendar

so my guess is coutaznm is not a usgs name at all but an indian
name for azconmut
