i would guess
in answer
only wishfully thought ones if any

for tho it is true all 3 bicdrw countries are named in the article
& tho even the birw & cdrw borders are mentioned specifically
it is nevertheless highly unlikely that any of these folks
nor practically any other folks for that matter except maybe us
would ever be just hanging out there exactly at the bicdrw tripoint

i mean
seeing as it is situated in the midst of a river confluence
per
http://home.worldonline.dk/jesniel/border/african_tripoints.htm
#bicdrw
& ibs numbers 48 & 52 & 72
& shown by
http://www.lib.utexas.edu/maps/africa/rwanda_pol96.jpg
where several of the mentioned places can be found

perhaps near bicdrw
very loosely speaking
but not plausibly at bicdrw

& even anywhere at all near bicdrw is still unlikely
even very loosely speaking
because
for one thing
the mentioned cdrw border area is in the wrong province for this
falling in fact much closer to cdrwug than to bicdrw
while for the other thing the mentioned birw border area
tho possibly in the right general neighborhood
still refers only to an entire province & forest
rather than to the tricountry area in particular

in fact the only birw border crossing that is actually mentioned
namely ruhororo
is shown by multimap to be at least 30km above the tripoint

so it is certainly a reasonable question & even a good try
especially as 2 of the 3 countries invoked are so small anyway

but of course
the mention of 3 countries does not necessarily mean a
tricountry point is intended or comprehended
nor even necessarily that a greater tricountry area is involved
