this term may have originated in the usa
where it means an official indirect border marker on which the exact
distance & direction to the tripoint are mentioned

but i suppose any kind of indirect monument would qualify for the term

like say
even if the specs arent written on the rock itself but in the treaty
covering the rock
well then it may still be a sort of a witness monument
even if a silent witness
