usually because the tripoint represents historically the last place
anybody cared about

for example in the usa many of the tristate points are attached to
or completely surrounded by indian reservations

the sovereign territory of the usa & most other countries ends 12
nautical miles farther out to sea than the coastal baselines
which themselves connect all the capes & other headlands at
low tide

so in most cases you would have to walk at least 14 miles
farther out to sea
