OK, I did it. I created gmane.culture.geo.boundarypoint (or at least
submitted a request to create it). I sent this message in the comments:

The others on the list seem to approve of creating this newsgroup. As I
noted earlier, there is a significant archive of messages. Most I do not
have myself, as I have only been a member since May 2002 and the group dates
to June 2000. I will see if others have a more complete archive. If it is
easier to import an archive before any new messages are added to the group,
you may want to wait until after we send the archive to create the group,
unless this is done automatically.
