This link leads to the Southern Ontario-Western New York radio
message board. I couldn't find the story in today's on-line Globe And
Mail.

WTOR is licensed to Youngstown, New York, located right where the NY
coastline turns south and heads towards Niagara Falls. They're as
close to Toronto as you can get without being in Toronto, and very
directional towards T-O. Their studios are in Etobicoke ON, and the
programs are sent from there to the US transmitter site, in sort of a
Wolfman Jack in reverse arrangement.
