neutral in the sense that citizens from any country can visit this area<br/>
without visa.<br/>

This information was confirmed to me by Senior Commissioner Mr. Vytautas<br/>
Lekavicius of the Lithuanian State Border Guard Service at the GBBE<br/>
expedition to Ignalina area. He told me this agreement was made as &quot;a three<br/>
countries agreement&quot; (sic). (I will continue to search for a copy of this<br/>
treaty.)<br/>

I want to emphasize that this «neutral» area is not a no man&#39;s land, but an<br/>
area which is more open to aliens than usual.<br/>
