by  taking the city out of the counties.  With Alexandria, Virginia,<br/>
for example, the incorporated part is not part of the adjacent<br/>
Arlington or Fairfax counties.  Only the unincorporated part is in<br/>
Fairfax, but then residents in the unincorporated part pay only county<br/>
tax and the residents of the incorporated part pay only city taxes. <br/>
It&#39;s all in area code 703, and your kids go to school in the<br/>
jurisdiction where they live.  No problem.<br/>
