just learned from the surveyors
the vawv plat attached to message 10699 & the other
prospective new mdvawv data reported en route to it have indeed
been confirmed & ratified by both va & wv

however
not by md
oops


& the water line used for the termination point of the survey was
merely the water line that chanced to obtain at the time of the
survey in march of 1997

oops again

the surveyor couldnt even characterize it as having been high or
medium or low water stage

but when i told him that the statutory limit of maryland falls at low
water line
he agreed the final segment as surveyed would undoubtedly just
be assumed to continue thru the specified survey terminal point
without deviation until it reached the low water line

exactly where this low water line lies
or how it might be characterized & precisely identified
& whether it is the mean low or the lowest low water line
is not specified in any charter or statute or plat

but since the exact alignment of the terminal segment of vawv
can be found experimentally as the sight line proceeding thru
monuments 29a & 30a
both in plain view just off the shoulders of the highway
point seekers can now make their best mdvawv try ever on any
given day by simply eyeballing & following the monument
alignment down to the water line & as far beyond as possible or
safe under the conditions

only in extreme drought could mdvawv be expected to be
reachable with a foot on dry land
but at least its alignment if not yet its exact position is now highly
presumptive
& a simple & reliable method is finally ready for use by whoever
makes the next try
which for this reason will likely be the best in history
a clear class c or clean class b
even if not yet an absolute class a
except
perhaps
on the very rare occasion of slackest water
since only then will the location of the low water line be even
roughly surmisable

but this is progress
