To the best of my knowledge, territories like these did exist in the
Netherlands, but not anymore. All polders in the IJsselmeer (former
Zuyder Zee) were in that situation for longer or shorter periods
(Wieringermeer, Noordoostpolder, East and South Flevoland). Likewise,
an area on the outer side of the IJsselmeer dyke near the power plant
near Diemen (called "de vijfhoek", i.e. "the pentagon") was only
allocated to a municipality in 1995.

At http://www.pzh.nl/onderwer/drgg/gemhist/GH2000.HTM , one can see
the development of the municipality of "Nederland" (the Netherlands),
i.e. the unincorporated parts of the country. "Nederland"
continuously lost areas to municipalities on the sea coast and the
former sea coast (now IJsselmeer). On Jan. 1st, 1996, "Nederland" as
a municipality was dissolved. Which means that the last
unincorporated pieces of land and inland water were allocated to a
real municipality (i.c. Lelystad).
