occurred on 1 feb 2003 with the actualization of the nice accords<br/>

all the earmarks & hallmarks of union that we had been <br/>
anticipating were accomplished as of that time<br/>

there was even a swiss enclave & a greek exclave to show for it<br/>
what fun<br/>

then shortly afterwards i watched the various national <br/>
governments either gesticulate or actually march off in various <br/>
directions & shades of disarray<br/>
<br/>
so i no longer think european union really happened then at all<br/>
or has happened even yet perhaps<br/>
<br/>
but now they are saying the 15 members of this supposed union <br/>
will become 25 in months <br/>
& 27 or 28 in a few years<br/>
<br/>
& then there will be a russian enclave <br/>
& eventually even a multibalkan one too<br/>
while reintegrating the greek exclave<br/>
etc <br/>
etc<br/>

but the question remains & may remain for some time<br/>
if only for tripointing purposes<br/>
when did or will the union become a world class fact</div>
