I've read the PLLT border legal regime agreement and it was comical!
People who are clearing the border line need a permission from the
high commissioner of the border of the respective state to "import"
an ax without import duty across the border, also a similiar
permission to reclaim a tree that has fallen over the border line,
not talking about 12 hour warning of crossing the border not in a
crossing, and that is only permissable for those doing maintenance
job. In natural disasters, rescue crews are allowed to cross the
border, also with prior information and received permission from the
other country's PLLT border commissioner. and so on.
So at least in PLLTRU in PL we were illegaly. And don't know about
that kilometer walk in Russia, Jan...:)
