On http://maps.ekk.ee/natura/ , the pier starts out from the Russian
bank, but crosses into Estonia.

But I guess it all depends on the recognition by the two countries of
the international boundary in the lake. Note that from the Narva,
where the boundary is depicted in the middle of the river, the
boundary goes to the south towards the Russian lakeshore, thereby
crossing the pier, and after reaching the shore and following it for
a small stretch, goes back towards the middle of the lake. I don't
know the status of the EERU boundary here.
