michael, good intuition that there might be more circular towns in Georgia
USA!

ok, I'm getting bired, and have covered less than half of the state, just
from the latitude of Plains to the latitude of Willacoochee . Let's just
say that circular city limits are COMMON in Georgia!!

Also, according to http://tiger.census.gov/, the western boundary of
Richland, GA, is very strange, perhaps gerrymandered to pick up tax base?
