it is amusing to follow up & observe
without at all contradicting jerry
that the relocation of the naval observatory
from the foggy bottom location
which lies roughly 1 minute west of the 77th meridian
to the georgetown location
which lies roughly 3 minutes west of the 77th meridian
actually brought the observatory position into much better synch with all
of the survey offsets i mentioned as well as several other major ones i
didnt
since these actually do lie a lot closer to 3 minutes west than to 1 minute
west of their greenwich meridians
owing mainly to chance & the mentioned technological limitations

so in this strange way it appears that most of the inaccuracy of these surveys
was very substantially corrected as it were by the relocation of the
observatory
