  without at all contradicting jerry<br/>
that the relocation of the naval observatory<br/>
from the foggy bottom location<br/>
  which lies roughly 1 minute west of the 77th meridian<br/>
to the georgetown location<br/>
  which lies roughly 3 minutes west of the 77th meridian<br/>
actually brought the observatory position into much better synch with all<br/>
of the survey offsets i mentioned as well as several other major ones i<br/>
didnt<br/>
since these actually do lie a lot closer to 3 minutes west than to 1 minute<br/>
west of their greenwich meridians<br/>
owing mainly to chance & the mentioned technological limitations<br/>
<br/>
so in this strange way it appears that most of the inaccuracy of these surveys<br/>
was very substantially corrected as it were by the relocation of the<br/>
observatory<br/>
