That little street in Valga/Valka is really a special case! The
Estonians that live on this street in Latvia, 35 in all, must be one
of the smallest ethnical groups for which a special arrangement is
made (in this case on crossing the border). I got the following from
the Estonian Review, May 31 - June 6, 1998 (

Border Crossing Eased For Estonians In Valka

June 3 - Estonian and Latvian border officials agreed Tuesday to ease
border crossing regulations for Estonians living on the Latvian side
of the Valga-Valka border town, and would issue them the relevant
passes.

The thirty-five Estonian citizens residing in Valka on Savienibas
Street will get special passes allowing them to cross the border with
fewer formalities.

Uno Kaskpeit, an Estonian border official in Valga, said that,
although the passes were a temporary solution, credit must be given
to the Latvian officials' for working out a compromise.
