Just for orientation: this is a little (not very good, I agree) map I
got from a nl government pdf file. Orange is nl, purple is de, grey is
the area about which it was agreed to disagree acc. to the Eems-Dollard
treaty of 1960 and the additional Protocol of 1996.

The question is not unlike the Courantyne case: Germany claims all of
the river, the Netherlands want everything on their side of the thalweg
of the Eems river (I got this from a Dutch encyclopedia article).
