note that territorial inviolability is indeed<br/>
mentioned in connection with exterritoriality & or<br/>
extraterritoriality <br/>
under certain circumstances<br/>
<br/>
but nowhere is there any mention of any actual status<br/>
of exterritoriality or extraterritoriality inhering to<br/>
any territory<br/>
<br/>
inhering to a ship yes under certain circumstances <br/>
& perhaps to an airplane as well <br/>
but not to an area or parcel of land<br/>
<br/>
for this notion is just not in standard english yet<br/>
nor in legal usage<br/>
so far as i can see<br/>
<br/>
<br/>
& by chance i also have here at home the third edition<br/>
of the same encyclopedia published in 1963<br/>
since this is an illustrious columbia household &<br/>
hilltop here<br/>
& this earlier version says in addition as follows<br/>
<br/>
obviously <br/>
armies in occupation of an enemy country are<br/>
altogether exempt from the jurisdiction of the<br/>
occupied country<br/>
<br/>
<br/>
& from this i also infer that no exterritorial or<br/>
extraterritorial legal status inheres to any<br/>
militarily occupied territory by virtue of that<br/>
occupancy either<br/>
<br/>
& that it was just too obvious to even mention in the<br/>
newer slicker version<br/>
<br/>
<br/>
& as for the possible nontechnical english meanings of<br/>
the words exterritorial & extraterritorial<br/>
they can indeed refer<br/>
either<br/>
to a place or thing located beyond territorial limits<br/>
or<br/>
to a person exempt from local legal jurisdiction<br/>
<br/>
<br/>
but evidently <br/>
n o t<br/>
to a place or thing <br/>
exempt from local legal jurisdiction<br/>
<br/>
<br/>
so if anyone wants to go to the trouble of saying <br/>
extraterritorial area<br/>
they should just know what they are actually talking<br/>
about<br/>
<br/>
namely<br/>
an area that is in some unspecified sense out of<br/>
normal bounds<br/>
<br/>
for thats all it means & thats all it can mean in<br/>
english<br/>
unless i am mistaken<br/>
<br/>
<br/>
& if there is then some specified sense added to that<br/>
word & that area<br/>
by some additional word or words <br/>
or laws or agreements etc etc<br/>
well then thats what it means too<br/>
<br/>
but of course only if it is specified<br/>
<br/>
<br/>
so if anyone is going to take the trouble to specify<br/>
such things<br/>
then they may find themselves wanting to reconsider if<br/>
they really need or even want to say <br/>
extraterritorial area<br/>
at all any more<br/>
when perhaps something freer would serve their<br/>
purposes better <br/>
as well as the authenticity of their translation<br/>
like say just for example<br/>

achtung honkies<br/>
<br/>
<br/>
or<br/>
<br/>
<br/>
yikes stop or you are leaving normal reality<br/>
<br/>
<br/>
<br/>
etc <br/>
