I never meant to sound like saying that
continental divide is a contour line. I just thought
it was interesting as a boundary line. There are many
drainage divides as boundaries but they are rarely
continetal and that was the only case among US states.
Anyway, I believe there are some coastlines of
lakes, especially in Africa, which follow boundary
lines and a few river, whose banks follow the boundary
instead of the thalweg. Have you checked out if any
of the treaties allow for the contour lines to remain
boundaries if the water recede?
