For what it's worth, Microsoft STREETS &TRIPS shows it as a quad point (with no mismatch).

Congrats on getting to the dry PA quad-county point.  There is another one in the Allegheny River at Freeport.
Attached 1:10000 map shows it.  Allegheny-Armstrong-Butler-Westmoreland counties.  Coordinates for this
one are:  40deg 40' 11" N,  79deg 41'34" W.  This is a little strange though.  The topo maps show it clearly
as a quad point but my Street Atlas map program show a mismatch of albout 350 ft., but I think the topo map
is more accurate.
