snowbound Boy Scouts in Estcourt Station decided to<br/>
become heroes at someone else&#39;s expense, and maybe win<br/>
a transfer to a more temperate climate in the process.<br/>

Because there&#39;s nothing a bureaucrat fears more than<br/>
attracting the kind of attention that will complicate<br/>
the journey to retirement and a federal pension. And<br/>
having the US Secretary of State make a special trip<br/>
to Ottawa to smooth some feathers you ruffled, at<br/>
precisely the wrong time (when CA-US relations were<br/>
already strained over Iraq) doesn&#39;t exactly serve your<br/>
purpose. <br/>

But it looks like nothing has changed. <br/>
